Venezuelan safe-conduct (salvoconducto) to travel to Venezuela
If you are Venezuelan, live in the United States, and your passport is expired, lost or damaged, you can return to Venezuela with a salvoconducto (safe-conduct). Its official name is Documento de Viaje, travel document.
Since June 1, 2026, it is issued only in electronic form and requested online, without going to a consulate. It is good for one entry. Leaving again takes a passport, and that changes how the trip should be planned.
What is the Venezuelan salvoconducto?
It is a temporary document that lets a Venezuelan abroad enter Venezuela by air without a valid passport. It applies when the passport is expired, lost, stolen or damaged.
It is issued by the Venezuelan Ministry of Foreign Affairs. It is for Venezuelans by birth or by naturalization.
It does not replace the passport. It is valid for a single entry and only for the route shown on the document.
Can I travel to Venezuela with an expired passport or no passport?
Yes, with the salvoconducto. Without it, an expired passport does not get you in.
If your passport has a valid extension (prórroga) from SAIME, you travel with that passport and do not need a salvoconducto.
If you were born in Venezuela and also hold a U.S. passport, for Venezuela you are still Venezuelan. You cannot enter on a tourist visa: you enter with a Venezuelan document, and if yours has expired, this is the route.
How do I get the salvoconducto from the United States?
It is requested online, on the Venezuelan Foreign Ministry's Documento de Viaje portal. Since June 2026 there is no need to go to a consulate.
The system verifies your identity, asks for your flight itinerary to Venezuela, and charges the fee through an electronic payment platform. Issuance is not automatic: the Foreign Ministry reviews the application, and that review can take several days.
The approved document arrives at the email registered in the system and can be downloaded from the user account.
How much does the salvoconducto cost?
Venezuelan consulates report a fee of 60 U.S. dollars for adults, paid on the portal. For children and teenagers it is free.
How far ahead should I apply?
Once the flight is set. The salvoconducto is valid for the route it shows, so you request it when you know when and where you will enter.
Since the review can take days, do not leave it for the week of the trip. And buy a ticket that allows date changes: if the document does not arrive in time, moving the flight without penalty is what saves the money.
Where does it get complicated?
In the data. The system verifies your identity, so the name, ID number (cédula) and date of birth you enter must match your Venezuelan documents, letter for letter.
In the itinerary. If you change the flight after getting the document, check that the salvoconducto still matches the new route.
In the exit. The salvoconducto is for entering, not for leaving again. To leave Venezuela again you will need a valid Venezuelan passport, which is processed through SAIME. Plan that step early, because it sets your return date.
What if someone in my family needs a visa?
It is common for you to enter with a salvoconducto while your spouse or your U.S.-born children, on U.S. passports, need a tourist visa. They are separate processes and each takes its own time.

How do we handle it?
Migrative is a private firm with offices in Miami and Caracas, not affiliated with the Government of Venezuela, SAIME or the Foreign Ministry. We review your case, prepare the salvoconducto application and, if needed, your family's visa applications, and follow them through.
Issuance depends on the Venezuelan authorities.
